You say you lack art and programming skills, but it's never too late to develop them, you don't have to have been programming C++ since you were 5, everyone has to start somewhere.
As far as not getting on a course for Games Design, I think personally that's a good thing. What'd be better would be taking a general course on Design/Digital Media/Graphics, something that really opens your options and can lead into games designs once you have the know-how and qualifications.

I might as well start now when it comes to at and coding, and finally gain some experience.
Really? I never thought that generalizing in the field of Digital Media would really help me land that dream job, but then again I've never really asked any game designers what degrees and colleges they attended to get that far in the first place either.
